    Neighbourhood Bikeway Identification and Prioritization

    Neighbourhood bikeways are streets with low traffic and speed, designed so people cycling and driving can safely share the road. These bikeways may include signage, road markings, traffic calming, and other features to make cycling safer and more comfortable for everyone. The goal of the Neighbourhood Bikeway Identification and Prioritization project is to determine which routes shown in Saanich’s long-term bicycle network should be designed as neighbourhood bikeways and establish a priority order for construction.

    If you represent an organization that communicates with community members through a newsletter, online forum, or other means, we would ask that you please share the information about the project website and survey with your audience. Saanich staff will be available at the following pop up events for in-person drop-in discussions:

    • Saanich Commonwealth Place, Sunday November 23 from noon – 2pm in the main lobby
    • Gordon Head Recreation Centre, Thursday December 4 from 5 – 7pm in the Multi-purpose Room

     

    The project is aligned with objectives from the District of Saanich’s Official Community Plan, such as:

    • Integrate land use with transit and other forms of sustainable transportation;
    • Eliminate all traffic related fatalities and serious injuries; and
    • Reduce total vehicle kilometers travelled in Saanich.

     

    It follows guidance from the Road Safety Action Plan, which has actions related to the construction of neighbourhood bikeways:

    1.Build multi-modal streets that include transit priority and infrastructure for walking, rolling, and cycling

    Pursue infrastructure solutions with demonstrated safety performance

     

    The project also responds to actions outlined in the Active Transportation Plan:

    • 1A.1: Use best practices, including the BC Active Transportation Design Guide and the Subdivision Bylaw to design all new and upgraded Active Transportation Infrastructure.
    • 1A.6: Continue to develop a complete and connected bicycle network for people of all ages and abilities.
    • 1B.4: Enhance and increase new connections to reduce travel distances for active transportation users.
    • 1C.7: Monitor pedestrian and cycling hot spot collision locations and identify safety mitigation measures.
    • 2C.1: Ensure the active transportation network is prioritized to provide connections to Centres, Corridors and Villages and other land use generators.
